Lots of comments on this one, mostly pretend-regex's replacing CMS with DeDupliFHIR, some substance mixed in tho.
Once comments are resolved, I reckon we're good to ship 🚢 We can file an issue for the #ACTION at the end, it's not blocking initial release.
